6.4 Certificates of compliance. Certificates of compliance should be provided for all tests required in section 3
(see 6.2). The certificates should include found test results, the specified requirements, and the conclusion that each
test passed. Certificates of compliance should also be required for FAT certification of heat treatment of spring
cones and compression testing of spring cone bolt assemblies. This certification should include the following data:
quantity heat treated (lot), and for each lot the actual temperature range and duration of each heat treatment cycle.
Heat treat furnace charts which show the date/time that the FAT lot was moved in/out of the furnace should also be
included. The certification should validate that the washers have not been exposed to chlorides at any point in the
procedure. Plotted curves generated by first article compression testing of bolt assemblies should be included with
compliance data.
Certificates should be provided to certify that gasket and packing materials be in accordance with military
specifications, manufacturer s specifications or ASTM F104 line call outs. A copy of each certificate should be
provided to Commanding Officer, Naval Surface Warfare Center, Carderock Division, Ship Systems Engineering
Station, Attn: NSWCCD-SSES Code 922, 5001 South Broad St., Philadelphia PA 19112 in addition to other
reporting requirements of the contract.
6.5 First article. When a first article inspection is required, the items should be a first article sample. The first
article should consist of one unit of each class. The contracting officer should include specific instruction in
acquisition documents regarding arrangements for examinations, approval of first article test results and disposition
of first articles. Invitations for bids should provide that the Government reserves the right to waive the requirement
for samples for first article inspection to those bidders offering a product which has been previously acquired or
tested by the Government, and that bidders offering such products, who wish to rely on such production or test, must
furnish evidence with the bid that prior Government approval is presently appropriate for the pending contract.
6.6 Provisioning. Provisioning Technical Documentation (PTD) spare parts and repair parts should be
furnished as specified in the contract.
6.6.1 Spare parts. When ordering spare parts or repair parts for the equipment covered by this specification, the
contact should state that such spare parts and repair parts should meet the same requirements and quality assurance
provisions as the parts used in the manufacture of equipment. Insert parts (glass, gaskets, and mica) offered by
gauge manufacturers, and included in original equipment supplied under this document, may not be identical to
spare glass set items procured to the requirements of this document. Packaging for such parts should also be
specified.
6.7 Sub-contracted material and parts. The packaging requirements of the referenced documents listed in 6.3
do not apply when material and parts are acquired by the contractor for incorporation into the equipment and lose
their separate identity when the equipment is shipped.
6.8 Preservation, packing and marking instructions.
6.8.1 General.
6.8.1.1 Navy fire-retardant provisions.
6.8.1.1.1 Lumber and plywood. Unless otherwise specified (see 6.2), all lumber and plywood including
laminated veneer material used in shipping container and pallet construction, members, blocking, bracing, and
reinforcing should be fire-retardant treated material in accordance with MIL-L-19140 as follows:
Type II resistant Category I general use
Level A and B
Type I non-weather resistant Category I general use
Level C
6.8.1.1.2 Fiberboards. Fiberboards used in the construction of class-domestic non-weather resistant fiberboards
and cleated fiberboards boxes should meet the flame spread index and the specific optic density requirements as
specified in ASTM D4727 and amendments thereto.
6.8.2 Preservation. Preservation should be level A, C, or commercial as specified (see 6.2).
